Your test messages were in a pending state. It looks like O365 was unable to connect to vela using TLS. The existing connector that was setup before requires the use of TLS. Vela was probably configured to use TLS before the incident.
Is TLS enabled on vela now? I just unchecked the TLS requirement on the connector that we setup and it came back with a successful validation after saving the change. If TLS is not enabled, it should be turned back on.
Once this is on, I will change the setting in the connector back to requiring TLS.

Thanks for doing this. Since our admin, security, and help aliases are still going to our individual accounts, I am not sure any e-mail uploaded to O365 is coming back to our server.
We can upload e-mail to our server via SMTP, and that works fine. I can also send e-mail to our server from Gmail, so I am pretty sure the outside world is working.
It acts like vela.caltech.edu (131.215.198.100) has been put on some list of inactive mail servers, maybe spam-related. Does that make sense?
Yes, it would be good to resolve this asap, mostly for our e-mail lists.
